Ultra I&C seeks a Director of Security and Facility Security Officer (FSO) in Austin, TX. This role involves dual responsibilities: as FSO for the Austin site and overseeing security officers and personnel in San Diego, Tampa, Montreal, and the UK. Reporting to the Executive Leadership Team, the Director will also deliver necessary briefings to internal and external stakeholders.The Director of Security and FSO is responsible for implementing and maintaining the facility’s industrial security program and ensuring compliance to the SSA as part of Foreign, Ownership, and Control or Influence (FOCI) mitigation. The Director of Security should have in-depth knowledge of the National Industrial Security Program Operating Manual/32 CFR*117 (NISPOM) and experience with the Defense Counterintelligence Security Agency (DCSA).

  • Serve as the FSO for the Austin, TX site and manage the security program.
  • Provide leadership to all security officers and staff in Austin, San Diego, Tampa, Montreal, and the UK (strategic oversight).
  • Primary POC personnel security matters with DCSA.
  • Serves as the Insider Threat Program Special Officer (ITPSO).
  • Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate at all sites.
  • Manage the security aspects of various U.S. Government agencies’ classified programs. Director of Security, FSO
  • Interface with prime contractors and government customers on security-related issues.
  • Prepare and maintain all documentation required to obtain and maintain a Facility Clearance.
  • Perform maintenance in the Defense Information System for Security (DISS).
  • Prepare and review DD254s to ensure adherence to classified programs.
  • Provide quarterly reporting and security activity overview to the Board of Directors.
  • Develop and administer a comprehensive security education, training, and awareness program for both cleared and non-cleared personnel, to include Initial and annual Security Refresher, Insider Threat Program, and Quarterly Security Newsletters.
  • Monitors physical and electronic communications to ensure compliance with the Electronics Communication Monitoring Plan (ECMP), and Technology Control Plan (TCP).
  • Respond to emergency alarm calls during off hours. Director of Security, FSO
  • Investigate and report security violations and incidents and work closely with Program Managers, employees, and management to develop appropriate corrective actions.
  • Perform required self-inspections of security programs, resolving possible security violations and initiating measures to correct security deficiencies.
  • Process visit requests for personnel and International visit requests.
  • Ensures up-to-date security knowledge through training, security meetings, and security-related memberships.
  • Assist ISSM, and ISSO on classified IS.
  • Generate and report on monthly Security metrics.

Required Qualifications:

  • Active DoD Top Secret Security Clearance.
  • Facility Security Officer (FSO) Certification.
  • Minimum of a Bachelor’s Degree.
  • 10+ years of relevant experience. Director of Security, FSO
  • Extensive training in Industrial Security, e.g., DCSA FSO courses; information security; Insider Threat; operations security; personnel security; physical security; cybersecurity; counterintelligence, etc. Director of Security, FSO

  • Experience performing self-inspections and taking a leadership role in DCSA Vulnerability Assessments.
  • The candidate will exhibit characteristics of a leader who is determined, results-oriented, persuasive, and a strong communicator.
  • Previous KMP for aFOCIorganization.
  • Familiar with DCSAFOCImitigation agreements (SBR, ECMP, TCP, etc.).
  • Experience with Insider Threat Programs.
  • Information Systems Security Officer (ISSO) experience is a plus.
  • Able to work independently with little guidance.
  • Ethical Conduct.
  • Strong interpersonal skills, written and verbal communication skills, and the ability to work in teams with members from various disciplines.
  • Must be detail-orientated and highly organized.
  • Must be proficient in prioritizing and multi-tasking.
